Executive Power
Article 12 National Government & President
- The executive power of the Republic of Iraq is vested in the national Government. It
includes diplomatic affairs.
- The President is the head of the National Government. The President chooses the National
Ministers. The National Parliament approves the National Ministers by absolute majority of
the votes.
- The President is Commander in Chief of the Armed Forces.
Article 13 Impeachment
Impeachment of the President by the Supreme Court takes the form of
a court resolution. The Vice-President shall resume the President's duties until a new
President is elected.
Article 14 Regions' Councils
- The Regions's Council exercise all the regional executive authority in every region.
- The region's council consists of 50 members from among the resident citizens of the
region elected directly by the resident citizens of the region. Their office ends after a
four-year term or when they lose their electoral rights.
- The region's council assigns heads of the various executive departments in the region.
- The region's council elects from among its members the representatives of the region to
the Regional Council.
- Decisions of the region's council are made by absolute majority.
Article 15 Regional Equalization of Finances
The Republic of Iraq provides for an overall equalization of
finances, giving due consideration to the regions' respective debts, burdens, economic
power, and infrastructural responsibilities
